Negative marginal tax rates and heterogeneity 1 Philippe

چکیده
Heterogeneity is likely to be an important determinant of the shape of optimal tax schemes. This article addresses the issue in a model à la Mirrlees with a continuum of agents. The agents di er in their productivities and opportunity costs of work, but their labor supplies depend only on a unidimensional combination of their two characteristics. Conditions are given under which the standard result that marginal tax rates are everywhere non-negative holds. This is in particular the case when work opportunity costs are distributed independently of income. But one can also get negative marginal tax rates: economies where negative tax rates are optimal at the bottom of the income distribution are studied, and a numerical illustration is given, based on UK data. JEL classi cation numbers: H21, H31.

The Effect of Taxes on Portfolio Choice: Evidence from Panel Data Spanning the Tax Reform
This paper estimates the effect of marginal tax rates on demands for various financial assets, using the 1983-1989 Survey of Consumer Finances (SCF) panel. In the crosssection, marginal tax rates appear to have a strong and statistically significant influence on portfolio allocations, even after controlling for income and wealth. For example, people with high tax rates tend to hold larger share...
متن کاملWorking Papers Designing Optimal Taxes with a Microeconometric Model of Household Labour Supply
The purpose of this paper is to present an exercise where we identify optimal income tax rules according to various social welfare criteria, keeping fixed the total net tax revenue. To this end, we estimate a microeconomic model with 78 parameters that capture heterogeneity in consumptionleisure preferences for singles and couples as well as in job opportunities across individuals based on deta...
متن کاملUncovering Heterogeneity in Income Tax Perceptions∗
This paper uses a finite mixture model to uncover heterogeneous income tax rate perceptions, establishing four new results. First, almost half of respondents do not distinguish between marginal and average tax rates. Second, roughly 30 percent of respondents know the statutory marginal tax rates schedule (and answer questions accordingly). Third, among respondents who think all income is taxed ...
متن کاملOptimal Marginal Tax Rates for Low Incomes:
Previous studies have shown that the optimal marginal tax rate at the bottom of the income distribution may be positive, negative, or even zero. This paper reexamines this problem in a unified framework and tries to evaluate the arguments. It turns out that the case for positive marginal tax rates is quite strong, whereas negative marginal tax rates seem to be based on a misconception.
متن کاملNber Working Paper Series Reported Incomes and Marginal Tax Rates, 1960-2000: Evidence and Policy Implications
This paper use income tax return data from 1960 to 2000 to analyze the link between reported incomes and marginal tax rates. Only the top 1% incomes show evidence of behavioral responses to taxation. The data displays striking heterogeneity in the size of responses to tax changes overtime, with no response either short-term or long-term for the very large Kennedy top rate cuts in the early1960s...
